[Developers] Thorn Cartoon2D

We use thorn Cartoon2D in production runs.  It is currently in the 
BetaThorns arrangement.  I would like to move it to a more permanent 
place.

It is a symmetry boundary condition; as such, it probably fits into 
CactusBase.
