[Developers] Consolidation of Cactus arrangements mailing lists

(A) I haven't received any further E-mail.  Should I be worried?
(B) http://www.cactuscode.org/mailman/listinfo still lists all the
     individual arrangement lists, with no indication that they're
     now dead.  Is the transfer going ahead?
