[Developers] PATCH: Reference manual

This patch adds documentation for CCTK_GroupStorageDecrease,
CCTK_GroupStorageIncrease, CCTK_DisableGroupStorage,
CCTK_DisableGroupStorageI  , CCTK_MaxTimeLevelsGN,
CCTK_MaxTimeLevelsVI, Util_vsnprintf, Util_TableSetInt, and
Util_TableSetReal.  In addition, it fixes ALL bad references in the
see also sections, and fixes a couple typos.
