[Developers] should there be a flesh parameter to set default -parameter-level?

Hi,

Cactus offers a command-line option -parameter-level to select one of
relaxed, normal, or strict parameter checking.

I think it would be useful to also have a flesh parameter to set the
default value of this if no command-line option is given.  (Note that
  cactus::cctk_strong_param_check  does *not* do this -- it's something
else.)
