[Developers] Patch: New flesh functions CompileUser and CurrentUser

Introduce two new flesh functions CCTK_CompileUser and Util_CurrentUser 
(maybe CCTK_RunUser would be better?) which return the corresponding 
user names as strings.

In datestamp.c, move the stringifying C macros to the top, because they 
are now used in several places.
