[Developers] Patch: Some additions to ActiveThorns.c

Implement a routine CCTK_ThornRequires that returns the list of thorn 
required by a thorn.  This is analoguous to the existing 
CCTK_ImplementationRequires.

Correct some errors in CCTK_ImplementationRequires and make it more 
robust.

Implement a routine CCTK_ImplementationThornList, which does essentially 
the same as CCTK_ImpThornList, except that it returns a string list 
instead of a pointer to an internal data structure.

Deprecate CCTK_ImpThornList.

Make some pointers const.  Correct some indentation.  Rename a function 
arguments.
