Accessing the mask from Fortran90 Code

The following Fortran interfaces to the mask utilities apply only to Fortran90 code, since fast bitwise operations are not a part of the Fortran77 standard. An example of the use of the Fortran90 interface can be found in Appendix D19.6.2.
